If you go to the Github Repo, you'll see a "download Zip" button on the right hand column. Just click on that, to get a Zip of the entire repo, which includes the data that you want.

You could also use something like turf to do these operations on the client side.

comment QGIS 2.8 problem accessing GRASS commands
There is no evidence to assume that the issue in this ticket has to do with non-ascii characters in the path; Hence this is not a duplicate.

If you have a Map service in Z/x/y format, why don't you use that directly? why do you need to make a getMap request? Am I missing something?

comment Change SHP Projection to display on Google Map
You can edit it in a software like QGIS; However one needs to know whether the data is wrong, or if there is a projection issue. without that crucial piece of information, you might just be wasting your time.

comment What causes the GPS offset/shift in China?
I went through the Android source code, and did not find this shift anywhere. This leads me to believe that the GPS themselves give out transformed values; Given that most consumer level electronics are produced in china, it is possible that their firmware produces Results in GCJ-02

comment Change SHP Projection to display on Google Map
@Engerlost It is quite possible that the data in the shapefile is shifted, and this is not a projection issue; I'm saying this, because the shift is not uniform (according to the image) which indicates that its not just a projection issue
