@nmtoken: While this does demonstrate the usage of WCS with OpenLayers, It is rather limited, in the fact that it can only display data in JPEG , gif & PNG format. In Most cases, the actual Raster data cannot be represented as a PNG/JPEG, and hence you have to use more complicated softwares to query and display this data.

@Bruno: You are unlikely to get the data that you want. Census of India does not deal with boundries. additionally Village boundries are not well defined in the country. What you have are Revenue Village boundries, and those are available from Survey of India. SoI also sells them connected to Census Data, but that is available only for the 2001 census.

@PolyGeo: I do not think that this question should be closed, because it is not a duplicate of the linked question. In the Indian Census, the boundries are not well defined; And additionally this question is asking about village boundries, while the linked question talks about town, which are very different according to Census nomenclature.

While many people will tell you to go with Leaflet, I feel that it is rather limited in Functionality, and hence I'll recommend that you go with OpenLayers. Coming to the question of OL2 or OL3, I find the documentation on OL3 very sparse; I've read that a few OL3 book are on the horizon, and should be out in early 2015; Only then will I recommend that you with OL3; For Now just go with OL2.

What GIS tool are you using? What data do you have open? This can very often be an issue due to heavy data. Try with some other smaller data and see if the problem continues.
