If you have experience with using python cursors to iterate through records you could pivot the attendee table and iterate through the event_A, event_B, event_C for the lowest distance number. First, though, you would add two additional features named "done" and "assgn_event" so that for each iteration of an event you can calculate Yes/No for "done" (so that you don't re-assign) and A/B/C for "assgn_event" to the lucky attendee of that event for that iteration. When done, you can pivot again to sum by event. And, I suspect, map the results.

You don't specify how large is the polygon. 1 billion square meters is less than an area that is 20 miles by 20 miles square. The likely answer is that you need to review the math for both percentage and area for your feature in question.

One thing that MB does not do well is iterations, and be aware that using MB to write the python code does not always translate into a script that plays well. You might have a little bit of clean up. Other python toolsets that might be of interest to you are select_analysis and delete_management. Thinking about this further, you might just want to create the three feature classes and incorporate the logic of the MB, deleting the fc when you are done and moving on to the next.

Personally, if I understand the issue correctly, I would try to make a nested iteration within the set of iterations that contain the three records. In python, I would use SearchCursor to grab the first set of three that have an identical ID [{1,1,1},{2,2,2}, so on..] and then iterate through those three records with your MB logic. Then go back and grab the next three, and so on. At the risk of being not helpful, I'm sorry I can't contribute on the ModelBuilder end other than to say it can be exported to a python script and worked on from there. Good luck.

Are you using a shapefile that has line topology instead of polygon topology? You should just need to grab the vertex and drag that to a new position and change the shape of all the polygons.

comment python.exe has stopped working
Have the data points changed? I assume you are using facilities within distance to the road network (travel time). There is no guarantee that the algorith for processing data points manages the points exactly the same every time the process is run. 300 or 306 or whatever could be conincidence. I've used NA for cost analysis of a network based on roads and locations in a python script and I'm wondering if you've tried a smaller subset. I would run far smaller groups of points on my workstation for 60 minute travel on my workstation. Travel time analysis will destroy processing power.
