The BufferConstructionProperties has nothing, tried the various properties. But nothing seems to do the donut'ing.

I'll give it a whirl... From your code and resulting buffer, if you were to remove inner buffer, does the larger buffer (500m) have a donut hole?

comment How to combine rows in an attribute table
Merge can be done for multiple records in a single layer. Select the records in your attribute table (in this case all records that have "C") that you want to merge, then go to Editor > Merge.. and click OK from the resulting box.

Devdatta, yes you are right, I don't need to use the IFeature object. The code is now doing what it needs to, so thanks alot!

comment Exporting all attributes from a GPX file
The weird thing is that when I view the gpx in Notepad++ there is no extension tag, nor a speed attribute.

I tried with GPS Babel, using the CSV output, the speed field was exported but it was 0. Also tried viewing it with QGIS, same thing.
