In short that is the answer, yes, but I was looking for a more elaborate answer. Like, what are tha actual problems of versioning a raster? How do you deal with the change of one node in a vector polygon with thousands of nodes.

well, re-consider that: it's not the whole layer as a tile returned once, but instead of requesting several 256x256 px tiles it's one "tile" that fits the map viewport. But again: i do not think there is a real problem in requesting a bunch of tiles

This is an interesting question, shapely can be installed through pip, but depends on GEOS, which is c/++ and therefore (as far as I know) cannot be installed with pip. Manually installing GEOS on Heroku is not an option, which makes me suspect that shapely on Heroku is impossible. I would love to be corrected on this assumption

I strongly advise you to read up on javascript, and study the source code of Openlayers. I'm not sure what you mean by fast, but what I do know (from personal expirience) is that it takes time to learn to write code.

Thank you for a good and elaborate answer. You are at least outlining a lot o the problems associated with version control for geographical data. I was maybe fishing for a more technical answer, but I think you touch something important here. I'll wait a couple of days more, to let you rephrase and give others a chance to provide an answer.
