This was a huge help, thank you. I'm now getting a different error (Invalid DLL Path\nORA-06512: at "SDE.ST_GEOMETRY_SHAPELIB_PKG"), but I suspect this is because one of the patches is missing as you suggested. I will keep playing around with it.

You can't really combine code because you can only use one version of the API at a time. Is there any reason you can't move everything to 3.9? It shouldn't be a hard migration as it's only a few minor releases ahead of 3.7.
