I am not clear what the problem is that you are encountering. I don't use csv-t at all and successfully import csv. If I have troublesome files I view and edit them in Notepad++.

OK, if you have the data "pipe AB goes from hopper A to B" then this is an index. You can avoid MMQGIS and go straight to the Points to Paths plugin. If the index is indeed AB then you will likely need to amalgamate the values A and B on the target points (hoppers?) so that the same value "AB" is on each of the ends of the new line. Note that the source data may have been directional, i.e. line 1 started at A and ended at B, so really the index needs to be 1A 1B, but you may not be trying to reproduce the directional nature of the line? In GIS lines are directional but points are not.

Are you familiar with the Atlas feature in the QGIS Print Composer? You would create a specific layer based on your Split Vector Layer to guide Atlas.

Do you want the end users to be able to access the data flexibly, say, by web browser? That way all you have to do is give them a link, rather than installing software on their machine? This would be the best way to distribute information to viewers.

Please add more detail? Why? As far as I know, the only reason to use the viewer from ESRI is to avoid paying the software license. QGIS can by customised to have less menu items / tools available.

If this is a diagram of stream order (eg Strahler) which has been developed already, wouldn't it be implicit that it is already the outlet, since it will be assigned the highest Strahler value? More background is required to your question.
