I have a Bachelor of Science in Applied Geoinformatics, with my main areas of study being GIS, Computer Science, Geography and Environmental Studies, and Information Systems. I have always had a passion for computers and geography, so studying and working in the Geoinformatics field has given me the best of both worlds.

My questions/answers will be written in South African (UK) English - please do not "correct" my spelling.

Hey Winston, nice to see you here :) Yes, at the time that option did not exist. I got in contact with Melinda Morang at ESRI, who was developing that tool. By the time it came out, the project I needed it for had already been completed. This definitely seemed like a viable option. If you use this, please post back here?

@Mapperz I'm on Windows 7. The only reason I changed from VirtualBox to VMWare is because the rest of the team is using VMWare. I'm the only GIS dev though, so my problems are a bit different to theirs.

@nickves Yes, the data (file gdbs, shapefiles etc) are stored on the host, accessed through the vm via a mapped drive (not VMWare Shared Folders). I know I used the term "locked" but because of what I said next (restarting the VM does not help, and I cannot rename any file gdbs at all, even old ones), this leads me to believe that it is not a locking issue.

@GISGe I think that may have been the problem. I was given a gdb created in 10.1. Now that I created a gdb in 10.3 and created a locator in it, the filter is now working correctly.

To overcome any ArcGIS debauchery with folders, I always use os.path.join. Always. Raw string if needed.

@ChrisR I assumed not adding any parameters would return everything by default. Either way, using the Any still only returned the feature classes, and not the locators.

This may not be what you want to hear, but this does indeed sound like a Network Analysis problem, specifically a Closest Facility Analysis problem. You would of course then need to build a network dataset and go through all those steps. Otherwise you could do it in Python. The network analysis method might be worth it if you are using your street dataset for other analysis as well.
