try using F12 developer Tools in the browser or fiddler to se what the JavaScript API actually are sending to the server and if you get any answer from the server. Might be that the url is incorrect?

How long time does it take before you get the error? default timeout is 60 sek according to developers.arcgis.com/javascript/jsapi/esri.request-amd.html you could try setting the timeOut parameter to 0 it will make the call to wait indefinitely. If that gives you the answer set the timeOut to a value>60.

It Depends on you requirement, but you are using a lot of decimals on each vertex. If it's from a GPS the accuracy on the point received is not that high. Usually its measured in meters. So 578060.3439000080000000 could be rounded to 578060.0 I guess.

No, what I'm suggesting is that if it's important that it has to work with 3000 rows in the table, add sample data into the table and check if the performance is ok. 3000 rows is not a large table so you might be fine with what you got, you need to messure to know for sure. SQL server is built to handle very large tables. stackoverflow.com/questions/759244/…

Learn how to use one language/platform fully and it will be easy to learn other languages/platforms later on. There will always be a debate which language is the best or the is most common. If you look at the ESRI Products they are supporting multiple languages with the same functionality, so you don't have to choose.
