The only caveat I would mention here is if versioning is involved. If so, creating a view from the DBMS side on a versioned table will cause the view to look at the "base" table and not include later revisions. A multiversioned view can be used in that case, though there is a performance hit for using it.

Probably. But, if it works, I'd go with it. You can't get any deeper in the process than a refresh will do, and I can't imagine that doing one takes significantly longer than the other.

I'm not in front of my computer now (so I can't check), but I'd play with the esriViewDrawPhase parameter. Perhaps esriViewDrawPhase.esriViewGeography will work. You're right, though, the PartialRefresh should be enough.

I don't get back to work until Monday so I can't check until then, but I think they're not installed unless VS2010 already exists. IT may need to change their procedure (it'd probably take less time for them to do that than to try to figure out how to extract things after the fact).

Yes, a multi-versioned view works, but it's vastly slower. We went from sub 1-second queries to 4-second queries when we switched to MVVs (which doesn't sound like much but the lag was very noticeable internally as well as to external customers).

This is just a guess (which is why it isn't an answer) but I would bet that adding relationships could cause some conflicts unless you're very careful. On an important side note, if you're versioning your tables, you don't want to read them from the SQL side, only from the GIS side. Reading from the SQL side only shows the oldest version of the data (and not the changes that have been made that constitute the versions).

I've had it happen several times for no apparent reason, too. If I recall, deleting the obj and bin directories resolved it a couple of times, copying the suspect pdb and dll to the bin directory of the current project worked a couple of times, etc. Nothing I can point to that will work every time, though. Good luck.
