comment How to use an IF THEN statement in an sql Select expression?
I know - I also said that in my answer. However, it does work quite well and many do just that and have been doing it since version 8. It's also relatively safe if you do not alter any of the reserved GDB tables. Querying "feature class" tables and even creating joins and saving queries is fine, however accidentally altering or deleting one of the reserved tables will cause problems. Folks go to great lengths do bring real SQL functionality into GIS by creating entire arrays of Access database in custom GIS software.

In order to have questions resolved you should provide as much detail information as possible. This includes detailing the approach you are using, input data, your findings, descriptions / screen captures of errors and problems, etc. This question is unclear as it stands right now.

comment Digital Elevation Model Resolution
@zeynep - pixel resolution is an irrelevant parameter and independent of raster resolution. When you export a map at HIGH resolution the raster contained with the exported output will have a HIGH pixel resolution. As such you can export a 20cm resolution LiDAR DEM at letter size and 72DPI and the resulting file will have a low pixel resolution. Similarly, a coarse 30m resolution DEM exported to an ANSI E size and 300DPI will have a extremely high pixel resolution but it will not change that fact that the DEM will still be a 30m raster resolution.

What is your source elevation raster? What steps have you followed to generate the stream links? In general, the stream links created from your input elevation raster will correspond with that raster.
