(1) What do you consider the coordinates of a pixel? Its center point, the boundary extent or corner points? (2) Have a look at numpy and gdal in python and also at the ValueTool plugin in qgis. This pretty much does what you want and all you need is to write a loop around it. Although I don't really see your goal of acquiring cell coordinates?

I don't know of any support for direct drawing for raster. GRASS has a simple rasteredit gui and I once intended to write one for QGIS but don't have the time right now. What you could do instead is to draw a vector (for instance a 20m buffer) and rasterize it in python.

A "Heatmap" is just a weighted kernel density estimation. Just look for instance at the Kernel Density Estimation tool from SAGA or one of the Grass functions

QGIS 2.2 Valmiera is the new stable release and replaces 2.0. Thus you should normally be fine. If you still want to reinstall the older version you need to look for the 2.0 binaries on the QGIS server and install them manually i guess
