I don't believe this would slow down your drawing speeds. If drawing speeds are really important to you, you can also add definition queries to your layers, by going Layer > Properties > Definition Queries. Any data that does not need to show up on the map use the Definition Query to cancel it out for example (FEATURE <> 'LAKE'). Note that the layer will no longer pulled the data from the database, (assuming your on SDE) and will not show up in spatial queries etc. However you will see great improvements in drawing speeds.

Hey, I ran your code takes 59.7239999771 without garbage collection (GP) and 69.506000042 with. My code runs in 20.9749999046 with GP and 18.6949999332 without GP. As you mention 215 mb is small overhead so I won't worry about it.

It needs to be empty because on data driven pages adjacent pages where displayed as "See Page " when they should be showing up as "[empty]" so they don't appear when printing.

NVM FOUND OUT WHY IT NOT WORKING. Shapefiles have serious problems with attributes. For example, they cannot store null values, they round up numbers, they have poor support for Unicode character strings, they do not allow field names longer than 10 characters, and they cannot store both a date and time in a field. In short NULL values are not allowed in shapefiles.
