@isburns I was mistaken, works in SDE environment and not file geodatabase. One thing you can do as a workaround is bring the table data into Excel find the duplicates and then join the list of dupes back in ArcGIS which would then only show those records, not ideal but works.

@isburns I've only ever done it in file geodatabases I know it works, maybe recheck your query.

Sounds like a Python Path issue. Both ArcMap and Catalog use python in some like "C:\Python27\ArcGIS10.3" pyScripter may be set to use a different interpreter.

I see. Well there are two things you can try but note they will only work if your data is good. Do your polyline features start/end nodes match the direction of flow that waste would travel through them? If yes, you can determine which is the UP_NODE_ID and which was is the DW_NODE_ID. If no to first question the second option does your Manhole feature have invert information? If yes you can again determine the direction of flow and NODE_ID's. I would suggest writing a python script to do this or model builder. If no, sorry but your going to have to go through as-builts to get the information.

Just to clarify your polyline feature class as no attribute data that relates back to the table? Do you have a point feature class for manholes that has an NODE_ID? If yes, you can do a spatial join however will only work if things are where they are supposed to be. If no you have to go through as-builts to get the required information manually...
