When you make your new column, what type do you set it as? (ie: text, integer, double, etc.). This will have a great impact on the calculation, as it can not be calculated on some data types. The default is text, which wouldn't work.

What are you hoping to get as a result? It is unclear in your question. If you have two layers, and you are looking for lines from both layers to be selected from within an area, then @Surya is correct, you will want to use select by location. But your question isn't clear as to what you have or what you want to do.

With this process you will want to consider road width, as roads will vary according to the number of lanes. Unless you have a high resolution DEM, "burning" roads into a DEM could create more issues that its worth. What resolution DEM do have access to?

Thank you @Underdark. This does what I want, however, I am working at a scale for North America, and there are sizing limits in QGIS. You can only use up to 5 digits, so the largest value I can use is 99999 map units, which is much too small for displaying a word cloud at a continent scale using the EPSG code of 3978. I suppose I may need to choose a different projection. Can you suggest another option?

The beauty of open source is that you can look at the underlaying code, and use it and/or modify it. You should download the plugin and look at the code, there you will see the algorithm you are looking for. Not all answers here are exact or definite, you as the user need to be critical and know what is being provided to you.

This is a massive privacy concern. Most places have this information, but it is controlled by local authorities. Many of them do not have it digitally-spatially available. You may have a very tough time finding what you want, especially if you want it for free.
