Both...it is a ZM polygon with nodes having elevation, and the record has an elevation value in the attribute table

I couldn't say for the whole world, but I would start with looking at Open Street Map (OSM). Inrix (inrix.com) is a private company that provides traffic information. OpenTraffic (opentraffic.io) is an initiative to provide open real-time traffic information, similar to Google's traffic. I would start there.

Then you need to export the nodes as points, then calculate the x,y,z. If you have a unique ID for each polygon, that ID will come over when you export/convert the nodes to points. With that, you can relate the nodes x,y,z back to the polygons. Really there isn't any other way.

Looks like you need dissolve the neighbouring polygons first
