This doesn't look like a dissolve. This just looks like calculations on fields. Is there only one feature class involved here? Are you sure you mean ObjectID? ObjectIDs are unique within a feature class. What you propose is possible, but I think you need to clarify your question a bit before we can give you a proper answer.

What exactly doesn't work with the Orientor transformer? It seems that that should be able to reverse lines going in the wrong direction. You can use the OrientationExtrator transformer to determine the orientation of the lines first, then pass the incorrect ones to the Orientor to reverse them. You can also get the general direction of the line with an AzimuthCalculator and possibly filtering out that way too.
