When you say "Work on remotely", what do you mean, exactly? Will you be editing the national raster datasets? Or will they be read-only for reference? Will users be editing separate datasets? Or will they all be editing the same datasets? There are several options to do this. But I'm just trying to get an idea of your setup.

In my opinion the regular mesh is the best option. Map readers are expecting something like that because they are used to it. The other options are crowded and, in my opinion, confusing. There are certainly optimising algorithms that will do what you want, but I don't think your audience will appreciate them. +1 though because I appreciate what you are trying to do. Finally, one way to reduce the number of pages is to change the scale.

How are you defining the rules here? It looks like the green space in the middle is growing to meet the surrounding land uses. Why don't they grow to meet the open space?

I haven't tried this, but just looking at everyone's code, there seems to be a space after the arcpy.ApplySymbologyFromLayer_management and before (inputLayer, symbologyLayer). Could that be the reason?
