There is a python module to determine sunrise and sunset as well as a slew of other astronomical calculations. It's called pyEphem.

The maps you have shown are most certainly possible to create in either ArcMap or Illustrator, or a combination of both. Or, they could have been created in another GIS package. Is there some aspect of the labelling you're unsure how to do in ArcMap? The roads look like they're a polygon layer, and not a centreline. You might have more success getting answers to your question if you specify in more detail what you're trying to accomplish.

If the units are degrees, then the SVG might be assigning these values to the pixels. Depending on where on the earth this is, it's likely you'll get skewed results. Try outputting to an inspector first and see if the results are still skewed.

In line three of the log, it states that the dataset will be reprojected to Spherical Mercator. Perhaps you need to put a reprojector transformer in your workspace to what you think it should be.

for loops don't require a line like lyr +=1. lyr is a string and the plus sign with a string is concatenation. So, it's trying to concatenate the layer name and 1. take that line out.

Any fme workbench can be run from a command line. You could look into running a commandline argument from the python script. Alternatively, you can run your python script within FME using python caller, or python startup script, etc.

Thanks @Farid Cher, this looks promising. I have had a look at using ArcObjects in Python, and if I have to, I'll run with this. I'd prefer not to, however, as I don't want to have to install comtypes and snippets on all the machines that will be using the tool. I was hoping I could just use trigonometry. However, if that can't be done in arcpy, then I'll definitely use this solution.

It doesn't look like there is any way to control page setup through arcpy.mapping. See this page. I suggest having a look at creating PDF files from the MXDs using arcpy.mapping.ExportToPDF

@PolyGeo I've driven on both sides of the road and I prefer scroll forward to zoom in. Most programs use this functionality. So, whenever I have a fresh install of ArcGIS, it's the first thing I change.

comment ASC file to GeoTIFF
The ProjectRaster_management tool changes the projection of a raster. It doesn't change the format. Also, .geotiff is not a valid option for that tool anyway.
