see Michael Miles-Stimson's comment above. Create a lyr file based on the symbology you want and use Apply Symbology from layer.

comment Calculate distance from all points to all lines within 10km using FME?
@Mapperz, I don't see how the PolylineAnalyzer will help me here. I want to calculate distance from the points to all lines. I don't need to analyse vertices or angles of the polylines.

comment NDVI Web services over Victoria australia
Ok, I found some services which appear to have NDVI for Australia. 134.178.63.198/thredds/catalog/avhrr_ndvi_5km_monthly/2008/… Looks like you need to register for access. I was able to load the WMS into ArcGIS, however. Also doesn't look to up to date.

I'm not aware of any NDVI web services, but BOM NDVI images are available for download. bom.gov.au/jsp/awap/ndvi/…

Could you edit your question and include some screenshots of what you're trying to achieve? It's a little hard to understand what exactly you are trying to do.

comment How can i join two data frames
I'm assuming that you're using ArcGIS. If so, just drag the layers from one data frame to the other. Or copy/paste.

comment Computing population exposure
+1, but I would think MAXNoise makes more sense. If a house has exposure to noise level 1 and noise level 3, then I would consider the whole house to be exposed to noise level 3. Not noise level 4.

comment Changing user attribute format in dynamic translation using FME?
What version of FME are you using? What File Geodatabase writer are you using? API or the ArcObjects one? I just experimented with this and created a mapinfo table with a Logical field, a Date Field, a Time Field and a DateTime field. FME dynamically converted the Logical to text and the Date, Time, and DateTime fields to Date types in my resulting feature class. Could you post the error your getting?

comment Changing field values using arcpy
Have you thought about using the field calculator for this? It's much simpler than an UpdateCursor and will work on just the selected records.

Do the log files in ArcGIS Server indicate anything when the service is run?

comment Automatically generate random polygons with a given number of vertices
Do you have a size requirement? Like, could the polygon be 1m² in area? Or 1000ha? Also, your example of using a GPX track wouldn't be random. It already exists.

comment Concatenate Multiple String Fields and Convert to Date field using ArcGIS Field Calculator?
try using !SignatureDay!.zfill(2). That will pad single digits with a zero at the beginning. zfill is a python string method.

What coordinate system is the original DEM in? If it's a geographic coordinate system, the slope will be wrong.
