Well, looks like a missing dependency, not sure why you get that only when putting that in a wizard page (do you really?). Anyways, did you try to follow the docs here: docs.geotools.org/latest/userguide/unsupported/swt/index.html through maven you should really get what you need.

Geotools is definitely your friend here. But the way to do this depends a lot on the type of data. Are those on a regular grid or would need to be interpolated?

Now that I remember, the ZonalStats operation in geotools does exactly that to get info from shapes. I think you should be able to get what you need from the testcase. In there you have also a method to get to an AWT polygon from the "geographic" one, which should then be the ROI.

You could for example do a check on the resulting value after the neighbourhood calculation. If that is NaN, then put it to the original value. That would at least not eat up your raster, even if the border would be of inconsistent values. If you do the script on a wider enough area than the one of interest, that should not affect you.
