I think you may be confusing the WFS interface which deals mostly with features and the rest interface which deals with GeoServer specific objects like layers.

There is a PropertyIsNull function you could use, I believe we tried to match what SQL does in the filter interface so there are 3 values true, false and null which are distinct.

The SLD xsd file is published (and should be referenced from your SLD file) so any XML validation tool can be used. Maybe your editor has built in validation, the GeoServer SLD editor does.

The second error is usually what you see if you have a BOM character set. Have you set the UTF-8 encoding with <?xml version="1.0" encoding="UTF-8"?>?
