Recently I had a problem installing PostGis using the commands @MikeToews suggested (only using postgres 9.1) due to a missing package. Not sure if this is your problem, but it threw me off for a few hours until I realized I need to repair the packages using apt-get update --fix-missing

I'm using PostGIS, so exporting in KML is fine (I'm interested in general massing, rather than details at the moment). I would prefer that users do not need to download a plugin which is why I have shied away from google earth. I'll take a look at OSM3D, thanks.

I did think about this method - but I would like an approach that does not require a plugin. I do understand that that streetview is not a 3D building, but I wondered if there was any approach that could enable the panorama of images to be edited such that a building could be inserted.

Are you certain that your lat/longs are correct? Latitude is the Y axis, longitude is the X axis (I've got these backwards multiple times). I suspect QGIS is fine, and your data is incorrect.

If appropriate, there is also a package for connecting R to Postgresql (cran.r-project.org/web/packages/RPostgreSQL/index.html) which can be a convenient way of reading/writing from the database for non-spatial analysis (as R does not handle geometries).
