I plan to use the result to display coloured boundaries to differentiate the polygons on a large map. Increasing the border size does not accomplish what I want.

@user9698 there are three ways to go. The GeoPDF commented below sounds like it could work although I've never tried it, Create a web app via ArcGIS Online or QGIS or Be Cartographically awesome with your map creation so that that the user will be able to use the map despite the zoom level. Have good small detail and large points of reference. Make major streets and cities labels large while keeping civic number and local street labels small and detailed.

@Logarr sorry I meant to say that a PDF is harder to reproduce than say say a word document or graphic. A word document or graphic in PDF form needs to be converted back to its original form to edit. It's not to say you can't mark it up or erase parts, it's just harder in the PDF format that in its original format.

@underdark I don't know how this is opinion based. I am asking whether ESRI has plans to move to Python 3x in the near future or not. As answered below by James and Ann, they obviously do with Pro and thus probably will with Desktop, tat is if they continue with Desktop.

Really?! That is interesting, I hadn't heard that and find it surprising that they would support that. I'm not worried about support with Migration from Python 2x to 3x. I know what I have to do, I just don't have the time.
