It might be useful to edit your question to say which algorithm (and which implementation of the algorithm) you are using. If you can't say that it is supposed to be using GPU, then I think it isn't.

Are you sure that the processing algorithm is actually GPU enabled? First guess would be that its probably CPU bound.

@MichaelMiles-Stimson: You probably should be clearer about what you mean by "unit" because the way you've written it that could be the space segment rather than the user equipment segment (receivers) - I did refer to cheap quartz oscillators. Also, it wouldn't take much of a fraction of a second to be a big pseudo-range error. The whole point is that the errors are cancelled out by the extra measurement.

You should at least tell us what version of QGIS you are running, what you data is (format, projection), whether you are using on-the-fly reprojection or some other tool, and what issues you actually see. Expecting a dedicated video tutorial is unrealistic, and not the sort of answer that should appear on this site. Please take the Tour (see help) and edit your question with some more details.

Have you considered deploying QGIS (client side) or GeoServer (server side)? If you really want to be doing it in java, perhaps use GeoTools SLD module (docs.geotools.org/stable/userguide/library/api/sld.html)

"It depends", which is why you are seeing voting to close because its opinion based. The answer depends on the operations you want to do, relative expertise in the technologies (e.g. do you know anything about map-reduce?), environment (e.g. do you have a cluster to support sharding), and probably things I don't know about (because I don't know your environment).

Its commercial imagery, so you contact Digital Globe, you get an account, you download, you pay. It is sometimes available by other channels, but depends on your organisational links, the area, and what is happening (e.g. emergency support).
