This is the best answer to the question, but should be taken with the recommendation that you should never do this on external services that you do not control - at the very least it's a performance nightmare, and more typically it's against terms of service and will result in your service being suspended.

Is that how the look-up for the utf characters is done? Yes - offsets based on the pixel position into a big array of strings. The encoding is just made to compress well with gzip. Right now I've only worked on glower for Modest Maps - at that point there was no UTFGrid support in OpenLayers.

You can do either, but often layers will have more or fewer zoom levels. As soon as there's a "every layer has X but this layer has Y" relationship, it gets harder to track. I'd rather be explicit about configuration, but it's essentially a judgment call.

Okay, to be more clear: it isn't necessary - you can do one and/or the other. As far as specifying projection/settings in the map object or layer object, OL will check the layer object for a projection and then go to the projection on the map object. It's recommended to set all projection & zoom-level type settings on layers, so that you don't have configuration inheritance.

Nope. You might want to try CartoDB, but you should know that making things dynamic and making things performant are opposing goals.
