comment How do I create a mapserver config file for tiles downloaded from WMTS service?
You might as well look into the QGIS Tile Layer plugin. It can work with offline and online tile datasets.

comment How to install GDAL with Python on windows?
FWTools was a good tool at the time, but is has got no updates since then. I suggest to switch to gisinternlas which is still actively maintained.

It is no problem at all to have several MSVC runtimes installed on the same computer. If you need special drivers like ECW and MrSid, note that there are different opportunities compiled under the different MSVC plattforms. Just follow the information link and see the differences.

Unfortuantely, the question is on hold, so I can not insert an answer. You can edit your question to be more specific, and ask the mod's for reopening.

If you build a local transverse mercator CRS where lat_0 and lon_0 is in the center of your scene, you will have true distances within 5 kilometers.

comment How to project a layer from WGS84 lat/long (automatic projection) to WGS 84 UTM Zone 23S in QGIS?
I don't see why you insist on having distortions. Close to the poles you will get them, because degrees of latitude and longitude differ much, but not at 20°S. The decrease of Longitudes is not linear, but with the cos of Latitude.

comment Remove lines from inside a polygon in QGIS
I assume those lines are inner rings, so this might help you with some python code: gis.stackexchange.com/questions/113284/…

You are probably too close to the equator to see great changes.
