The shapefile you want to add is in a local projection. If you load it into QGIS, the CRS should be detected automatically. Then save the layer under a diffeent name, selecting EPSG:4326 as CRS, and use that for tilemill.

Yes, this is the right forum. But you should not expect Google imagery to be that exact. If it comes down to a few meters, you will need official measurement points to decide what is right and what is wrong.

From the same page: full opacity 255 (and no opacity for 0 value). I guess you can not mix opacity with colour names, so RGBA with four values between 0 and 255 should be best.

From the help page gdal.org/gdaldem.html#gdaldem_hillshade, the option -alpha should add a transparency band, but I have not tested it myself.

No, qgis-dev has its own exe. You can copy that from the working build you mentioned above, and look out for the missing dependencies. Like trial and error, but maybe you get further with that approach.

You could try to implantate the qgis-dev binaries into an old QGIS 1.8 or 2.0 standalone installation. But I have not tried that myself.

Can you add which GDAL, PROJ and Python versions are reported from the running QGIS-dev? Your approach may fail if the binaries expect a dependency not available on OSGEO4W anymore.
