I wonder where you downloaded that from. download.geofabrik.de/europe/germany/bremen.html offers .osm.pbf and .osm.bz2. While the first is a compressed pbf format, the second is a zipped version of the original XML format. It is 24 MB large, so maybe too large for a text editor. There is no subregion defined for Bremen.

Can you add the extent of the layers, as reported by rightclick on the layer in the legend -> Properties -> Metadata tab?

I don't see where your problem is. You might increase the number of segments to get a nice circle, but otherwise it looks good. What do you get if you measure the diameter? What picture did you expect? A buffer around a polygon around all points?
