Yes, you need to use Save As ... for vector data and Raster -> Reproject for raster files to get the coordinates into the new CRS. Some features do not look at the OTF settings, so you have to reproject manually.

There are some problems with the omerc projection used, see gis.stackexchange.com/questions/54758/…. The workaround is to play with the parameters using a custom CRS. Or find some arcgis user to reproject the data to UTM.

I'm not sure how GRASS does it, but reprojecting and assigning a new projection are two different things. Can you use ogr2ogr or gdalwarp to reproject the file outside GRASS?

I think you are still entering lat/long coordinates in degrees, which is wrong for EPSG:3034, or the shapefile data is corrupted. See my extended answer on that.

If the shapefile has no .prj, QGIS assigns WGS84 as default projection unless you choose the right one. It would help if you give sample coordinate pairs of several known points, and the lat/lon where you would expect them. Please edit your question to include them.
