It's whatever field you are sorting by to determing the "last" row. I think you would just use FID or ObjectID, but you could use time or any other field to sort by.

I'm going to say this isn't possible. The "CURRENT" mxd document is only the current document when called from within ArcMap. This code will execute outside of ArcMap so there is no "CURRENT" mxd. You could probably do this by creating a toolbox tool or maybe a python add-in to do this. 1) Select the feature. 2) Click the tool 3) tool uses value from the selected feature to add data

You say it is a "file". Is it a file or folder? It should be a folder with a bunch of files with various .gdb* extensions. If it is a file, it may be a zipped file gdb. In that case, unzip the file and see what is inside.

Yes, your 2nd paragraph contradicts your 1st. You can work with data in SQL Server without ArcGIS Server by using the "database server". It is very limited and can feel very constraining, but is a great environment to learn on before going all in and buying server. You can learn how to do a lot of spatial tasks without touching ArcServer using SQL Spatial operations.

ArcGIS Is a GIS tool not an image manipulation tool. This answer is totally acceptable. You CAN use GIS if it works, but you may need to use an image manimpulation software such as ImageMagick/Photoshop/Gimp/Irfanview to do a better job. You can also automate these tasks, and depending on how you have it georeferenced, you wouldn't have to georeference again.

You should be able to get them to line up without it. I was able to get the simple square to line up. I think I used 15 pt with 7.5 offsets (ArcMap just crashed so I can't confirm). If you have to convert to graphics, just right click the layer and selecct "convert to graphics". Adding pics to answer.

The flip tool honors selections or definition query, so just apply one or the other to the data 1st. (It will only flip those that are selected). If it is a large dataset, my favorite is the definition query, b/c it is faster.
