Pyshp is an open source pure Python module that allows you to generate shapefiles without any dependencies. I have used this quite a bit and it works well.

I don't think so from an ArcMap perspective, though I think there are ways to show tips on PDF's. I am not sure how that works though.

Does the raster have/need an attribute table for this tool? If you do not want to use a field name, maybe doing this for your variable is better: populationField = "". The way you have it scripted is it will be looking for a field called NONE.

Yes, you are correct. I assumed you meant token-based authentication. I haven't done any testing with AGOL for basic auth/web-tier so unfortunately, I don't have any insight for that.

Did you register the File GDB directly? If so, I did not know you could do that. I thought it had to be an enterprise database in order to do that. However, we have a few services that use File Geodatabases and in that case we have registered the folder that contains them and the services published without copying the data to the server.
