HTML ImageMapper does not work with Mapinfo. There are probably many similar tools like HTML ImageMapper. An other aproach is to Export SVG instead of HTML. Mappetizer (ArcGIS) and SVGMapMaker (Mapinfo) export to SVG (I have both not yet used.) I assume that there is no tool with works with ArcGIS and Mapinfo.

@Christian: It depends on file format of the table. e.g. text and Excel files are read-only. You can edit e.g. dbf and Geodatabase tables. Here is a list of table formats‌​.

@gloserio: In which software you want to use the DGW after the DWG is converted? If you want to use it in ArcGIS you do not need to reproject it to a new DWG. ArcGIS is can reproject a DWG on-the-fly.

AutoCAD Map 3D is a desktop GIS while AutoCAD is a CAD. AutoCAD Map 3D is bases on AutoCAD but it is a seperate product/license.
