The „zone raster“ can be a raster dataset or a polygon dataset. If you use the polygon dataset then the polygon is converted internally to a raster dataset. If you want to use the same forest polygon for all thousands of fires then it will be faster if you convert it to raster first.

@McVegas To calculate total number of all pixel/cells in a raster use GetRasterProperties_management() with COLUMNCOUNT and ROWCOUNT parameter.

As proposed Zonal Statistics is the solution for 2nd part of the script. But are you sure that 1st part returns what you want? GetCount_management() returns the number of rows in a table. In your case it returns the number of rows in your raster attribute table. A row in a raster attribute table does NOT represent one cell/pixel; it represents a zone.

Another workaround to „erase“ with Baisc (ArcView) or Standard (ArcEditor) license is to use the Union tool and Select by Location tool. @MappaGnosis describes how it works in his answer of this question.

If you've decided that the cost range is 1 to 10 then all cost raster must have values 1 to 10. Your screenshot shows the “normal” output. But I suggest that you use other colors. E.g. from 1 dark red to 10 light red. Then you will see that pixels near the river have low costs (dark red) and pixels with a large distance to river have height costs (light red).

The raster dataset you created (reclass_img5) has the reclassified values (1 to 10). The raster “does not know” that “1” means “0 m” and “2” means “100 m”. If you really want to show “0 m” “100 m” … in the TOC you have to change the label manually in the layer properties dialog (symbology tab).
