Oct 6, 2015 at 16:08 comment added Inactivated Account I would think you would use OSM data in shapefile format, import into a file geodatabase using ArcGIS tools, and build the network dataset using the rest of the ArcGIS tools - I don't see a need to build the network dataset using QGIS, which isn't possible unless you were using something like OSM2PGRouting in PostGIS...
