Oct 6, 2015 at 16:08 | comment | added | Inactivated Account | I would think you would use OSM data in shapefile format, import into a file geodatabase using ArcGIS tools, and build the network dataset using the rest of the ArcGIS tools - I don't see a need to build the network dataset using QGIS, which isn't possible unless you were using something like OSM2PGRouting in PostGIS... | |
