You can try the WFS or WMS servers of the Instituto Geográfico Agustín Codazzi (here:http://www.igac.gov.co/wps/portal/igac/raiz/iniciohome/MapasdeColombia/Descargas). These services have different layers for geodesic features and demographics. I hope it can help you.
