How do I display Displaying labels from a shapefile?

.CSV layer not displaying any information on the QGIS canvas How do I display labels from a shapefile?

Ok... I'll first like to mention that I'm a beginner in GIS and I jst downloaded the QGIS software only a couple of hours ago. I downloaded the Nigeria shapefile and loaded it via the add vector layer where I picked out the 3three .shp files within the zip file and displayed them on the layers panel and. I can also see the shapes displayed on the canvas. 

On the canvas there are no state names or Local Governmentlocal government names so I figuredthought those attributes may be in thea .csv file still within, included in the zip file and. I tried to add it as a delimited text file but the file doesn't contain any coordinates and so I tried picking out random rows to rep. the x&y axis and even tried selecting the well know text and no geometry options of the geometry definition but still after clicking ok the layers are visible in the panel but nothing happens on the canvas. 

Nothing is displayed on the canvas, no state names or anything. How do I make the attributes within the .csv file to be displayed on the canvas??

How do I display labels from a shapefile?
