Changed Title to more accurately reflect what turned out to be the problem / solution.

May 24, 2018 at 1:45 | comment | added | Waterman | @Luke Understood. Nonetheless, my real CSV has Lng and Lat columns and does produce the above error, which specifically complains about the 14th value in the "Comments" column. Seemed like Vince's suggestion that it has to do with the CSV converter not escaping single apostrophes was a good lead...?
May 24, 2018 at 1:24 | comment | added | Waterman | @Luke. I just pasted that column in my question as it appears in Notepad. Looks pretty much the same to me.

May 24, 2018 at 0:18 | comment | added | Michael Stimson | You could find and replace in the file ''' with '~' before loading then field calc '~' to ''' with a single replace statement after loading... assuming ~ is not already in the file.
May 24, 2018 at 0:01 | comment | added | Waterman | I wondered about that. The only problem is this is from a "comments" column and P'tit is part of a legitimate place name entered by someone else. I need every character in the comments field to be transferred. I will ask this in a new question.
May 23, 2018 at 23:55 | comment | added | mkennedy | You've got a single quote in "P'tit".
