Thanks. Having zeros isn't really a problem. It is more likley that the number of points will be a small multiple of the number of wards, eg this scenario: set.seed(1) pops<-as.integer(runif(50,5500,7000)) pops nsplit(pops,62) . I don't mind if this generating process is stochastic, eg subject to a seed value, the sequence of points to generate varies.
