As for SNAP, there is no plugin for fixing this. As such, the last option it the DIY solution. Unfortunately, in L1C data, the relation between which detector a given pixel comes from is not directly available. This means that first step is to "classify" the pixels into their respective detectors, then normalize the response, followed by smoothing the transition between the detector stripes. I'd be quite interested in code that does this.
