This is exactly how I do it. Set the separate log4net config file's build action to Content and then use a method like George's ConfigureLogging() method with either a XmlConfigurator.ConfigureAndWatch or XmlConfigurator.Configure call. It should work correctly in debug and deployed although I'll usually add a TraceAppender so I get the messages in my output window in Visual Studio.
