Another subject: your mapserver/mapfile link have another issue (!), "Turn off unnecessary layers; the more layers MapServer is displaying, the more time it takes (...) is particularly true of remote WMS".

Thus this is done to split your one, big, do-everything map file. This means what you quoted recently: consider using multiple simple and specific Map Files", I don't see the contradiction here.
