From a recent Navteq press release: "... NAVTEQ Traffic is also currently available in (these) 23 countries around the world: Austria, Belgium, Brazil, Canada, Denmark, Finland, France, Germany, Indonesia, Italy, Luxembourg, Mexico, The Netherlands, Norway, Poland, Russia, South Africa, Spain, Sweden, Switzerland, United Arab Emirates, the United Kingdom, United States." A number of these cover Western Europe.
As an aside (since I sometimes forget TomTom is no longer partnering with Navteq): Google maps, and Navteq, which is owned by Nokia, are TomTom's commercial rivals in the digital map-making market.
