May 20, 2014 at 18:10 comment added amasephy It seems the problem all along was a discrepancy in the centroid of the input polygon and the actual center of the polygon I was seeking. I'll explain in detail in my own answer for future reference to other.. Your answer fulfills my initial answer.
Jan 22, 2014 at 18:38 comment added amasephy I've been able to get this to work properly when the rectangles aren't rotated to anything but 0, 90, 180, or 360. For any other angles, using the shift code above doesn't shift features as expected.

Jan 20, 2014 at 19:53 comment added amasephy I did just realize something obvious, with my update cursor I am updating the SHAPE@XY for each row, and thus each polygon. However, I'm under the impression that this is the only way to perform and update cursor. The pictures should really help display what I'm after.

Jan 20, 2014 at 19:10 comment added amasephy I just tried the SHAPE@XY however it yields the same result has SHAPE@TRUECENTROID. Each polygon ends up overlapping instead of shifting but maintaining topology.
