Where can I find shape fileshapefile (free/open source) for all country .countries at adminAdmin 2/3 should cover major districts/townslevel

I need to download shapefiles for all country from which iI need to genereate topojsongenerate TopoJSON for around all countries.

currentlyCurrently I am using data from naturalearthdata.org which only provides Admin levels 0 ,1and 1 for all countries. I I need for Admin levels 2 ,3and 3 which covercovers towns/cities/districts level details.

I have tried diva-gis.org iI had to download country by country from dropdowndrop down which is taking lot of time.

1 . Is there any site iI can download shape fileshapefile for admin2admin 2,3 for all countries as single shape fileshapefile or country specific shape files shapefiles.  (free/open source)

PS:II will integrate this map/ topojsonTopoJSON inside d3.js /javaJava /j2ee project.
