wiki.openstreetmap.org/wiki/Osmosis_PostGIS_Setup should lead you the way to do it with osmosis. Beware that some commands might be outdated, check wiki.openstreetmap.org/wiki/Osmosis/Detailed_Usage too. In Osmosis, the simple and Snapshot schema do it the 1:1 I mentioned.
