I keep getting the 403 error and I have followed the directions from here. Anyone know what's wrong?
Adding QGIS Server to an existing Windows web server
I set the httpd_gis.conf to require all granted

and I copied the httpd_gis.conf into the apache\httpd.d folder. However when I try and run this request http://localhost/qgis/qgis_mapserv.fcgi.exe?SERVICE=WMS&VERSION=1.3.0&REQUEST=GetCapabilities
I get the 403 error
If I type localhost into the browser, I see the screen that says "It works". So I know the Apache server is working.
