May be you can export to csv and edit in text editor? Than back to arcgis. But i can hardly see the use of a table without an id. So what do you want to do with it? – Andreas Müller Feb 22 '18 at 11:25
  • What are you expecting to see in your output from this "copy"? – PolyGeo Feb 22 '18 at 12:00
  • when working in a FGDB you could use the "load" function (this will also copy the shapes however). – dru87 Feb 22 '18 at 12:05

Spatial join! maybe if you have a spatial relation. Or what about FID field to join them? – Moh Feb 22 '18 at 12:12
  • Try append tool – FelixIP Feb 22 '18 at 19:34
