i think you dont need any template to make thematic map in excel. if you have problem with color, you can check out colorbrewer2 for some aspect about colors.

If you have Excel, but don't want to purchase another software package (although both Mappoint and ArcGIS are good investments), you can map directly in Excel with a little creativity and VBA.
Basically you'll need to import your geography shapes (or create your own), build a table that references the value you want to express and some VBA to connect the two. The first one takes a few minutes to set-up, but after that its extremely simple to manage.
