I want to better understand the local Moran's I chloropleth maps which show areas (zones) as either in high-high, high-low or low-low clusters.

As I assume the "high"/"low" is just relative to the mean value, is it the case that there must be approximately the same number of zones in low-low clusters as high-high clusters?
