There are lots of questions on GIS SE about importing ArcPy but I can't find a set of instructions that work for me. I know very little about paths and environments, so don't understand most of the answers.

I am using PyCharm Community 2018.1.4 and my usual project interpreter is Python 3.7. I have ArcGIS desktop 10.3 installed. I set up C:\Python27\ArcGIS10.3\python.exe as a new project interpreter in PyCharm, but when I click 'Install' and look at the available packages, I can see arcpy-metadata and arcpy-virtualenv but not arcpy.

I do have a .pth file in C:\Program Files (x86)\ArcGIS\Desktop10.3\Support\Python\Desktop10.3.pth and it contains the following text:

C:\Program Files (x86)\ArcGIS\Desktop10.3\bin

C:\Program Files (x86)\ArcGIS\Desktop10.3\ArcPy

C:\Program Files (x86)\ArcGIS\Desktop10.3\ArcToolBox\Scripts

...which looks correct?

None of those are going to work. You can't make Python 3 PyCharm work with Python 2.7 arcpy.
