I am working on building a agriculture management tool in ArcPro that traces water diversions from a stream source and tracks where losses occur during the conveyance and application process, and where those losses are routed thereafter. As of now I have the (x,y) locations of water losses and I want to create a line feature from the (x,y) location of loss to the nearest downhill feature. Any suggestions of tools or code to accomplish this?

It isn't clear what you're asking - images of your data would help as per Hornbydd.

Based on the information, the tags you've used and the requirement to suggest the correct tools, I'd suggest you look at the Trace Downhill, then Split Line at Points tools in ArcGIS Pro.

Trace Downhill - https://pro.arcgis.com/en/pro-app/2.8/tool-reference/ready-to-use/trace-downstream.htm#L_

Split Lines at Points - https://pro.arcgis.com/en/pro-app/2.8/tool-reference/data-management/split-line-at-point.htm

If you can provide example images, I'm happy to update my answer.
