I have installed and reinstalled QGIS using both express and advanced install and to no avail can I get the georeferencing GDAL plug in to appear. It does not appear in the raster drop down and it does not appear in the plug-in drop down to activate. It appears all of the application extension files are in the OSgeo4w folder (C:\OSGeo4W\apps\gdal\lib\gdalplugins) but for some reason it seems as if QGIS is not recognizing these files. I am running Windows 11. I can't seem to find a solution and I've even tried adding variable paths with the system and QGIS and nothing.
