I believe the issue is with the dbase file that does not support your format.
I have created some dummy data
and loaded the csv file into QGIS (loading data form CSV).
Converted the layer to Shapefile, Geopackage and file Geodatabase. When openeing the attribute tables, I noticed that the Shapefile had removed UTC, the Geopackage had kept it and the File Geodatabase had converted the time to current time adding the UTC into the original time (it kept the date the same).
When exporting the layers into CSV, the Geopackage format is the only one that kept the format close to your original format, you may have to touch up a bit on the format in Excel.
Would you consider changing format to Geopackage?
An alternative wold be to look into changing the time zone within QGIS: Changing timezone of features attribute
